Se presenta uno de los componentes que debe formar parte de los planes de lectura y de escritura: el marco conceptual que da sentido y coherencia a las acciones que se deben consensuar: qué se entiende por lectura y escritura, qué tipo de prácticas de lectura y escritura se quieren promocionar y qué responsabilidad hay que asignar a los diferentes componentes de la comunidad educativa, etc. Se proporcionan criterios e ideas clave para elaborar este marco conceptual.
