Abstract

A POLÍTICA EUROPEIA DE SEGURANÇA E DEFESA (PESD), renomeada com o Tratado de Lisboa Política Comum de Segurança e Defesa (PCSD), é uma realidade recente na constru- ção europeia. Efectivamente, só depois de a França e de o Reino Unido acordarem na Cimeira bilateral de Saint-Malo, em Dezembro de 1998, sobre a necessidade de desenvolver uma política europeia de segurança e defesa é que esta foi multilateralizada na União Europeia com as Cimeiras de Colónia e Helsínquia, em Junho e Dezembro de 1999, respectivamente. Desde então, a UE deu passos signifi cativos neste domínio, prudentes, mas sólidos, fazendo progressos importantes nos planos institucional, doutrinário, das capacidades e operacional, passando a dispor de possibilidades acrescidas de decisão e de actuação na gestão de crises e confl itos e na promoção dos seus interesses e valores no mundo.
