“Jihadismo de natureza autóctone” e “lobos solitários”: a terceira forma de al-Qaeda

Abstract

À semelhança da água que pode ter três estados (líquido, sólido e gasoso), em década e meia a al-Qaeda reificou-se em três formas: uma central, outra periférica e outra inspiradora. A primeira remonta à génese da organização e pode ser identificada numa estrutura de uma cadeia de comando e controlo. A segunda, que se assume depois dos ataques de 11 de Setembro de 2001, assenta numa rede global de células e outras organizações jihadistas, em jeito de estrutura franchisada. Por fim, há uma terceira forma que foi surgindo na clara impossibilidade de uma estrutura identificada de comando e controlo. Ganha proeminência a partir da segunda metade da década de 2000. Pode ser reconhecida não como uma organização, mas como um sistema que parte de uma ideologia e que assenta numa estrutura fluida, não verticalizada, difusa, sem hierarquia, e que navega numa rede virtual. Temos então uma al-Qaeda multiforme que se adapta consoante o teatro de operações.
