El Plan Regulador de Quito realizado entre 1942 y 1945, elaborado por el arquitecto uruguayo Guillermo Jones Odriozola (1913-1994), constituyó un documento fundamental y punto de partida para la historia del urbanismo ecuatoriano. Este plan buscaba regular el crecimiento de la ciudad de Quito mediante una propuesta de organización espacial más eficiente y equitativa haciendo hincapié en tres ejes fundamentales: vivienda, trabajo y esparcimiento.
