A centralidade constrói-se

Abstract

Tenho muit o gost o em par t icipar nest e Encont ro organizado pela Revista Militare pelo Centro de História da Universidade de Lisboa. Felicito ambas as instituições pela promoção do evento. O tema geral desta iniciativa está centrado no tópico da centralidade geoestratégica de Portugal. A questão da centralidade é algo a que, porventura, todos os Atores estatais dão relevância. Basicamente, porque nela procuram identificar a sua importância e, sobretudo, a importância que pensam que os outros lhes devem reconhecer. Para tratar o tema da centralidade ou não de Portugal vou propor-vos uma abordagem diversa daquela que é mais corrente. Acho que é tempo de o fazer nesse registo diferente. O Mundo e as suas condições mudaram. Passámos de uma Geopolítica e, por extensão, de uma Geoestratégia de locais para uma Geopolítica e uma Geoestratégia de redes. O que acarreta que a hipotética centralidade não é mais um valor estático e passivo, mas antes um valor ativo e dinâmico.
