Abstract

O projecto monnetiano nasceu para dar resposta a uma preocupação securitária vestefaliana – a prevenção da conflitualidade entre Estados europeus – com recurso a um meio pós-vestefaliano, não securitário (integração económica). A “comunidade de segurança”1 , que torna tangí- veis a garantia e a previsibilidade de os Estados membros não utilizarem a força militar para resolver os seus litígios, consolidou-se ao longo do tempo, sem contudo dela resultar a integração na área da segurança e defesa. O sucesso da Comunidade Europeia do Carvão e do Aço, instituída pelo Tratado de Paris (1951), criou o élan para a França avançar com um projeto de integração do domínio da defesa, sob a forma de exército europeu integrado, subordinado a um comando comum. Rejeitado pelo Parlamento francês, o plano Pléven, apresentado em 1953, não sucedeu na criação de uma Comunidade Europeia de Defesa (CED). O fracasso tornou o tema tabu na narrativa oficial, e foi necessário o fim da Guerra Fria para que ele retornasse à agenda europeia.
