De la desdichada confusión entre nacionalismo y “latinoamericanismo”

Abstract

Durante las últimas tres décadas, la mayoría de los países latinoamericanos tuvieron índices significativos de crecimiento económico. En algunos de ellos se verificaron mejoras sociales de cierta importancia y, desgraciadamente, en escasísimos casos se avanzó en la consolidación de instituciones jurídicas y políticas que fortalecieron las libertades y la democracia. En este último rubro discurren, simultáneamente, procesos de fuerte deterioro de la calidad institucional y de las libertades (Venezuela, Argentina, Ecuador, Nicaragua), como casos (Brasil, México, buena parte de Centro-América, Bolivia, Haiti, etc.) en los cuales la bonanza económica sólo alimentó la permanencia de viejas pseudo-democracias abaladas por la corrupción, clientelismo, arbitrariedad e, incluso, el autoritarismo más extremo en el marco de instituciones, de hecho, “deshabitadas” por el Estado de Derecho.
