Abstract

As armas nucleares têm uma dimensão única na política internacional e na estratégia. São símbolo e instrumento de um imenso poder político e militar, servindo objectivos diversos de dissuasão, coacção, afirmação, balanceamento ou mesmo chantagem. Em virtude da sua capacidade aterradora de destruição, alteram a racionalidade custos-benefícios e o seu uso na procura de uma vitória no sentido tradicional é virtualmente impossível. Por isso, tornaram-se as primeiras armas da história e da estratégia militar cujo fim prioritá- rio é não serem utilizadas. E só o foram uma vez, pelos EUA, nos bombardeamentos atómicos sobre as cidades de Hiroshima e Nakasaki, em Agosto de 1945 – num contexto particular de guerra aberta e declarada para fazer capitular o Japão e num momento em que apenas os EUA possuíam esta arma. Embora nunca tenham sido empregues, a existência de armas nucleares afecta todos os cálculos das potências e da segurança internacional.
