Abstract

O fim da Guerra Fria e o aprofundar da globalização introduziram grandes alterações no sistema internacional. Com o termo da ordem bipolar, tornou-se evidente que este não é composto exclusivamente pelas relações políticas que se estabelecem entre Estados (à imagem das concepções clássicas da corrente realista), mas sim por uma rede complexa de relações entre actores diversos em que a dimensão económica tem um peso sem precedentes. O sector energético ocupa uma posição muito destacada neste contexto, em função do seu carácter imprescindível para o crescimento das economias. Nos últimos anos, a expansão de gigantes demográficos como a China e a Índia recolocou a energia no centro do debate internacional, por via do aumento da procura de recursos. Por outro lado, há Estados que utilizam assumidamente a energia como fonte de poder, no sentido mais tradicional do termo, como se pode ver pela forma como a Federação Russa emprega as suas reservas de gás natural no âmbito de uma política de proximidade com países vizinhos.
