A primeira iniciativa organizada e sistemática de cooperação entre Portugal e Espanha para o desenvolvimento das suas regiões fronteiriças surge em 1991, com o lançamento do INTERREG I. O programa foi essencialmente orientado para a criação de condições de atenuação da herança histórica do "efeito de barreira" da fronteira, como causa fundamental do enorme déficit acumulado de infraestruturas de desenvolvimento regional
