Os factores de longo prazo da competitividade portuguesa

Abstract

As análises ortodoxas da competitividade e internacionalização da economia portuguesa tendem a centrar-se no estudo da evolução do comércio externo (quotas de mercado, vantagens comparativas e competitivas), do investimento no exterior e dos principais indicadores macroeconómicos tradicionais. Embora estes elementos se constituam, no passado e no presente, como factores importantes na avaliação do tema referido, não permitem, contudo, avaliar as perspectivas de médio e longo prazo da competitividade de uma economia. Na realidade, as economias modernas, na actualidade, estão envolvidas num processo contínuo e crescente de desmaterialização da produção, na medida em que a estrutura de custos dos produtos é, em maior ou menor grau, dominada por elementos imateriais. As componentes intangíveis mais comuns da produção são, entre outras, a qualidade, a investigação e desenvolvimento, a distribuição, a formação e o apoio aos clientes. Como se pode facilmente verificar, uma boa parte dos elementos referidos têm características predominantemente de serviços, pelo que a produção de bens físicos constitui muitas vezes apenas uma parte limitada e decrescente do processo de formação de valor acrescentado.
