Abstract

Os responsáveis nacionais tinham uma visão clássica do posicionamento português no mundo. Consideravam que a aliança com a Inglaterra era a sua principal referência e a única garantia da manutenção do Império e das comunicações marítimas. Simplesmente, moderavam esta opinião com a ideia de que Portugal podia e devia obter uma maior margem de manobra dentro da aliança, o que se justificava pela perda de importância da Inglaterra e o crescimento do poder alemão e italiano na Europa. Esta era, pelo menos, a visão de Luís Teixeira de Sampaio e de Oliveira Salazar, embora outras personalidade marcantes para a política externa nacional, como Armindo Monteiro, achassem que a margem de manobra em relação a Londres não era muito maior que a normal e o país não se podia iludir com a ideia que havia uma alternativa à Secular Aliança. Os EUA eram encarados pela generalidade do Governo português como um rival da Europa e temidos pelo seu espírito pragmático e "materialista" e por fomentarem o fim dos Impérios europeus.
