Abstract

O desenvolvimento de um sistema antimíssil assume novos contornos com a tomada de posse da administração de George W. Bush em Janeiro de 2001. Em declarações proferidas na Universidade de Defesa Nacional em Washington, em Maio de 2001, o presidente identificou o estabelecimento de uma rede de sistemas antimíssil como uma das cinco prioridades do seu mandato. George W. Bush justifica esta opção estratégica com base na necessidade de aplicação de um novo conceito de dissuasão, que assenta na ideia de que a proliferação de mísseis de longo alcance coloca em risco a liderança mundial dos EUA.
