Le dialogue social interprofessionnel

Abstract

Le dialogue social interprofessionnel au plan européen est structuré autour des trois groupes d'acteurs : la Confédération Européenne des Syndicats (CES), les représentants des employeurs privés l'UNICE (maintenant Business Europe) et ceux des PME (UEAPME) et enfin, les entreprises à participation publique, le CEEP. La question de la dimension sociale de l'intégration européenne a été depuis l'origine au centre des débats, de même que l'existence d'un ou de plusieurs modèle(s) social européen. Ce débat porte tant sur les niveaux d'action (européen, nation voire régional) que sur les compétences (quoi à quel niveau) et les acteurs (état, partenaires sociaux, voire société civile). Notre contribution présentera les développements au plan européen du dialogue social. Comme on le verra, il ne s'agit pas d'une histoire linéaire où progressivement se bâtirait un nouvel étage de relations industrielles articulé tant aux niveaux sectoriels que nationaux. Au contraire, le dialogue social comme la construction européenne dans son ensemble hésite entre différents modèles qui questionnent tant les domaines à traiter au niveau européen que la manière de la faire. A ce jour, 3 accords contraignants, trois accords dits autonomes et une 50aine de textes conjoints ont été adoptés, ce qui indique bien la singularité de ce niveau par rapport au niveau national. On peut distinguer quatre grandes étapes dans le développement du dialogue social interprofessionnel.
