Abstract

Dificilmente haverá algo mais incomensurável do que a dor pessoal e a tragédia humana. E possivelmente nada haverá mais inerentemente qualitativo do que a própria vida e a dinâmica de interacção entre os indivíduos. Contudo, para construir uma compreensão aprofundada e equilibrada sobre a sua estrutura e evolução de fenómenos complexos de natureza socioeconómica e político-militar todos os recursos são poucos. E raras são as vezes em que não existe uma dimensão quantitativa latente nos assuntos-problema que mais afectam as necessidades das comunidades locais e os interesses das instituições nacionais e internacionais.
