Modelo de gestión para implementar programas de mejoramiento integral del hábitat (MIH) a escala barrial

Abstract

Existe una iniciativa en el Plan de Ordenamiento Territorial Metropolitano (POTmet) publicado en 2016 por el Instituto Metropolitano de Planeación (IMEPLAN) para el Área Metropolitana de Guadalajara (AMG) que propone una política pública territorial específicamente a escala barrial denominada: Nuevos Entornos Urbanos Sustentables (NEUS). Esta iniciativa solamente ha podido implementarse en uno (1) de los 44 polígonos definidos como prioritarios a atender, reflexión que detonó una serie de preguntas a las cuales se propone responder a través de un estudio de análisis de casos similares a nivel internacional, con el objetivo de comparar elementos comunes y diferenciadores que permitieron establecer una propuesta de modelo de gestión para implementar este tipo de iniciativas en el territorio, consolidándose como una herramienta útil y replicable para validar derechos ciudadanos, reducir desigualdades y garantizar ciudades y comunidades más sustentables.
