Las termas, centros de esparcimiento saludable utilizados de forma colectiva, con el agua como elemento terapéutico central de la balneoterapia romana, fueron identificadas por el ius romanorum como esenciales para el conjunto de la sociedad, regulando a lo largo del tiempo las necesidades propias de un establecimiento termal así como su transporte en origen, la conservación, la administración y el régimen de uso de las aguas salutíferas.

The baths, healthy recreation centers used collectively, with water as the central therapeutic element of Roman balneotherapy, were identified by the ius romanorum as essential for society as a whole, regulating over time the needs of a thermal establishment as well as its transport in origin, the conservation, the administration and the regimen of use of salutary waters.
