The improvement of the situation on the labour market leads to a rapid increase in wages and ease when considering a change of workplace. In such conditions public entities that do not work according to market principles become less attractive, non-competitive workplaces. The basic reason for this state of aff airs is their low wage fl exibility resulting from the fact that wages off ered by those workplaces are regulated by law and fi nancial plans based on the past. This article is an attempt to present the issues faced by the social services sector in a comprehensive manner in the conditions of low unemployment – a Polish reality staring us right between the eyes.

Poprawa sytuacji na rynku pracy prowadzi do szybkiego wzrostu wynagrodzeń i łatwości zmiany miejsca pracy. W tych warunkach działające na nierynkowych zasadach podmioty publiczne realizujące usługi społeczne stają się mało atrakcyjnym, niekonkurencyjnym miejscem pracy. Podstawową przyczyną takiego stanu rzeczy jest ich niska elastyczność płacowa, wynikająca z tego, iż oferowane tu wynagrodzenia regulowane są przepisami prawa i planami finansowymi bazującymi na przeszłości.
