The author discusses in this article the most frequently met regularities in elaborating the principles of financing military expenditure in conditions of war. An important factor is determining the basic tasks of the financial system in war conditions. The accomplishment of these tasks involves various kinds of difficulties, which are generally connected with lack of possibilities for continuing a policy of balanced budget. As a rule, in war conditions market relations in an economy do not lose fully their main characteristics, and that is why an important place in the entire economic policy of the State should be attributed to the sphere of finance. An especially great significance is assumed by the State allocation and redistribution functions, however flows of .materials continue to be accompanied by flows of finance. The article outlines particular elements and main instruments of the State financial policy. It is pointed out that the problem area of war finance is an object of interest of many renowned economists.
