The development of provincial selfgovernments in Poland requires creating durable, stable and firm financial grounds. Provincial selfgovernments will not create regional development policies without statutorily defined financial resources for enterprises undertaken within the framework of intraregional policy. Affecting regional economic development, providing public assistance for enterpreneurs located in provinces will not be effective without equipping provincial self-governments with tax control elements and without creating procedural and legal grounds within the scope of decentralization and consolidation of public means (with provinces under review).
