Innowacje w samorządzie terytorialnym

Abstract

Rozdział podejmuje problematykę innowacji w samorządzie terytorialnym. Ukazuje on specyfikę innowacji publicznych oraz identyfikuje typy innowacji w samorządzie terytorialnym. Tłem dla prowadzonych rozważań są dwa nurty zarządzania samorządowego: nowe zarządzanie publiczne oraz współzarządzanie. W rozdziale podjęto także próbę oceny innowacyjności polskiego sektora publicznego na tle krajów UE, przy użyciu wskaźników innowacyjności publikowanych przez Komisję Europejską i OECD. Niskie lokaty w rankingach wskazują na konieczny kierunek zmian w zarządzaniu samorządowym.
