Abstract

El ambiente es una construcción cada vez mejor explicada, donde participa una idea de elemento físico, de soporte ecológico, como elementos sociales complejos .La incorporación del ambiente dentro de los Derechos Humanos es reciente y aun no está consolidada. En este trabajo se discute la definición de estos conceptos y la relación entre ellos. Por otro lado, el modelo de desarrollo imperante propone que este desarrollo debe ser sustentable, es decir, un proceso equitativo que garantice a todos la capacidad de acceso a los recursos naturales restringidos y que asegure a las generaciones futuras la disponibilidad de los recursos renovables y no renovables. Sin embargo, toda vez que el desarrollo implica extracción de recursos y que estos no se utilizan sólo para supervivencia o mantenimiento de una digna calidad de vida, sino que implica la acumulación de riquezas, el desarrollo es un proceso que asegura el deterioro ambiental y no la sustentabilidad. Los daños ambientales afectan los derechos humanos y en general son irreversibles y cada vez más evidentes, basta remitirse al Cambio Climático, la desertización o la contaminación del aire. En el trabajo se analizan algunos ejemplos y la inequidad social que representan.
