Impuesto a los ingresos brutos: análisis integral

Abstract

El objetivo de este trabajo es analizar el impuesto a los ingresos brutos (ISIB) para delimitar y precisar la obligación tributaria resultante. Es innegable que se trata del recurso tributario más importante de las provincias de nuestro país y de la Ciudad Autónoma de Buenos Aires (CABA). Tampoco puede desconocerse el peso del gravamen dentro de las finanzas de los contribuyentes. Como es sabido existen tres manifestaciones básicas de capacidad contributiva que son las que habitualmente toman los gravámenes en su definición: renta, patrimonio y consumo. Clásicamente se ha considerado al ISIB como un gravamen de consumo. El ISIB es una forma de imposición a las ventas, dentro de los impuestos indirectos a los consumos. Más precisamente, es un tributo que alcanza a todas las transacciones que se producen a lo largo de la cadena económica, desde la producción hasta la venta al consumidor final.
