As relações económicas Sino-Americanas: o caso da guerra comercial

Abstract

As relações económicas e comerciais entre os EUA e a China têm assumido um papel central no sistema internacional; e a ascensão económica chinesa tem colocado em questão a posição dos EUA como potência unipolar comercial, sendo que a atual guerra comercial sino-americana reflete não só a ineficácia das relações bipolares entre os EUA e a China como também evidencia a dificuldade de uma resolução negocial multilateral através das organizações internacionais, particularmente por via da Organização Mundial do Comércio (OMC). Neste contexto, torna-se relevante compreender quais as origens e drivers da guerra comercial sino-americana, e de que modo ela tem afetado o relacionamento entre os dois países e o próprio sistema internacional. Para tal, recorre-se, sobretudo, a uma revisão de literatura científica, a relatórios elaborados por organizações governamentais e não governamentais e à análise de dados quantitativos. Os resultados demonstram a ineficácia do órgão de resolução de controvérsias da OMC bem como a falta de concordância na reforma da política comercial sino-americana, o que parece apontar para o início de um ciclo de conflitos que colocam em causa o futuro do sistema normativo e da liberdade económica.

Economic and trade relations between the USA and China have assumed a central role in the international system; and the Chinese economic rise has called into question the position of the USA as an unipolar commercial power, and the current Sino-American trade war reflects not only the ineffectiveness of bipolar relations between the USA and China, but also highlights the difficulty of a multilateral resolution through the World Trade Organization (WTO). In this context, it is relevant to understand the origins and drivers of the Sino-American trade war, and how it has affected the relationship between the two countries and the international system itself. To this end, a scientific review of literature, reports by governmental and non-governmental organizations as well as quantitative data analysis are used. The results demonstrate the inefficiency of the WTO dispute settlement body, as well as the lack of agreement in the reform of the Sino-American trade policy, which seems to point to the beginning of a cycle of conflicts that jeopardize the future of the normative system and economic freedom.
