Descentralización y subsidiariedad: el caso peruano

Abstract

La tesis aborda el proceso de descentralización peruano iniciado el año 2002 y analiza los problemas conceptuales y prácticos que ha tenido, partiendo de la hipótesis que el Estado peruano actual se muestra incapaz para llevar a cabo un eficiente proceso que implique una revalorización de los diversos territorios que integran la nación. Para esto se revisa aspectos teóricos sobre la formación de la sociedad y el Estado, y su derivación en el actual Estado moderno, y del principio de subsidiariedad como instrumento para hacer más eficiente a este Estado. También se explica porqué el Estado peruano es centralista y cómo se origina este problema, remontándonos al proceso histórico-económico de la formación de la nación peruana. Posteriormente se estudian los diferentes enfoques existente de descentralización y finalmente se revisa el actual proceso peruano incidiendo en sus características, límites y problemas.
