Nová městská knihovna se nachází na platformě Sevelin. Je to prostřední ze tří horizontálních plošin, které vznikli na začátku 20.století zasypáním říčky Flon. Tyto plošiny byly zastavěny sklady, průmyslovými halami a nákladním nádražím. Důležitými body konceptu bylo zachovat podélnou strukturu území, jeho průchodnost, vazbu mezi plošinami a vytvořit velký veřejný prostor, centrum Sevelinu. Jedna z cest se uzavře dopravě a stane se z ní pěší zóna navazující na platformu Flon. Místo hlavního náměstí, vloženého napříč k ulici pro pěší, určuje výšková dominanta knihovny, která i definuje jeho šířku. Knihovna určující celé náměstí se snaží jakoby vtáhnout do sebe celý veřejný prostor. Fasáda je vykonzolovaná, bezrámově zasklená a láká nejen kolemjdoucí dovnitř, ale i čtenáře ven. Knihovna je rozdělena do dvou budov, vyšší městské knihovny pro děti a dospělé a specializované knihovny komixů. Vstup je přes převýšenou vstupní halu, přes polyfunkční prostor výstav a novinek otevřený do zeleného svahu do prostoru knihovny. V knihovně se pohybujeme dvěma komunikačními jádry mezi kterými je info pult. Přední části u prosklené fasády do náměstí jsou nízké regály s volným výběrem v přímém kontaktu s sezením.
