El propósito de este trabajo es mostrar que un eje de la trasformación de las administraciones públicas en nuestro país pasa por potenciar el rendimiento, la evaluación de políticas y la rendición de cuentas. La reforma no debe ser un mero ejercicio de equilibrio o ajuste presupuestario sino que tiene que sentar las bases de una nueva Administración Pública sostenible, eficiente, efectiva y abierta que rediseñe un nuevo modelo de sociedad. Una reforma estratégica que renueve y potencie el valor y el papel de lo público desde un cambio a fondo en su misión, estructuras administrativas y gestión y que conlleve, a su vez, un cambio en la forma de hacer política
This study seeks to show that an axis of the transformation of public administrations in our country happens for strengthening the performance, policy evaluation and accountability. The reforms must not be a mere exercise in balance or budgetary adjustment but must lay the foundations of a new sustainable, efficient, effective and open government that redesign a new model of society. Strategic reforms must to renew and enhance the public value and role of the government from a thorough change in his mission, and management and administrative structures that may lead, in turn, a change in the way we do politics.
