Abstract

El uso de los llamados vehículos de movilidad personal (VMP) está jugando un papel fundamental en la transformación del planeta camino hacia la sostenibilidad. Parece que el cambio cultural que se está produciendo está orientado a la responsabilidad conjunta frente a los problemas medioambientales, pero, ¿somos conscientes de que el uso de los VMP puede conllevar riesgos que generan graves problemas de seguridad vial? Nos encontramos ante un ineludible doble-reto de responsabilidad pública: invertir el signo de la insostenibilidad estimulando el uso de VMP yendo de la mano con medidas legislativas coherentes y eficaces. Este trabajo versará sobre tres hipótesis que relacionan la siniestralidad de los VMP con otra variable: la primera de ellas relaciona dicha accidentalidad con la dispersión normativa y el desconocimiento de la misma por parte de los usuarios. La segunda, con la insuficiencia o ineficiencia de las políticas públicas de movilidad implantadas. Y, la tercera con la desatención por parte de fabricantes y comerciantes de las normas de fabricación y comercialización, respectivamente. Además, tratará de servir como una pequeña guía para el correcto uso y entendimiento de los mismos.
