El presente trabajo tiene por objeto el estudio y el análisis de los medios que garantizan el acceso y disfrute de la ciudadanía a una vivienda digna. A tal fin se lleva a cabo, en primer lugar, una aproximación al concepto de vivienda en el ordenamiento jurídico y su reconocimiento en la Constitución Española como derecho social, y se define la promoción de la misma en el Plan Estatal de Vivienda, así como también se atiende al desarrollo del mismo por parte de las Comunidades Autónomas, prestando especial atención a la Comunitat Valenciana. Y, en segundo lugar, se procede al análisis de la garantía de este derecho a través de dos programas autónomos, a saber: ayudas al alquiler y ayudas al alquiler joven y viviendas en alquiler social dentro del parque de vivienda de promoción pública de la Generalitat Valenciana. Por último, a modo de cierre hemos reflejado también la situación actual frente a la crisis sanitaria ocasionada por la enfermedad del COVID-19

This paper aims to study and analyse the means that guarantee the access and enjoyment of citizens to decent housing. Firstly, to this end, an approximation of the concept of housing in the legal system and its recognition in the Spanish Constitution as a social right is carried out, and its promotion is defined in the State Housing Plan, as well as its development by the Autonomous Communities, paying special attention to the Valencian Community. And, secondly, the guarantee of this right is analysed through two autonomous programmes, namely: rental aid and youth rental aid and social rental housing within the public housing park of the Generalitat Valenciana. Finally, by way of closure, we have also reflected the current situation due to the health crisis caused by COVID-19
