Abstract

This report aims to inform the Government of Paraguay about the economic potential of an innovative bioeconomy to diversify exports and create better jobs. There are a number of innovative, biobased sectors with significant growth potential globally and in Paraguay, that could contribute to Paraguay’s economic diversification. However, to build on this potential, Paraguay would need to expand its innovation capabilities to enter sectors such as bioplastics, biopharmaceuticals, forestry and wood, ecotourism and other ecosystem services, such as carbon markets for export. A wide range of products can be produced from wood, and wood pulp can serve as an alternative input material for textiles. Besides wood itself, the forests or plantations in which it grows can also provide non-wood forestry products such as cosmetics, biopharmaceuticals, or food additives. Paraguay can also expand its bioplastics production to take advantage of a global market that is expected to grow between 35–45% through 2027. In part, this is because large buyers, such as car manufacturers, have committed to purchase bioplastics. Further market opportunities are also evident in ecotourism and carbon financing, both fast-growing service industries with potential to contribute to conservation of natural capital assets. Este informe tiene como objetivo informar al Gobierno de Paraguay sobre el potencial económico de una bioeconomía innovadora para diversificar las exportaciones y crear mejores puestos de trabajo. Paraguay cuenta con una serie de sectores innovadores de base biológica con un importante potencial de crecimiento a nivel global y nacional, que podrían contribuir a la diversificación económica del país. Sin embargo, si desea aprovechar este potencial, Paraguay deberá ampliar sus capacidades de innovación para ingresar en sectores como los bioplásticos, los productos biofarmacéuticos, la silvicultura y la producción maderera, el ecoturismo y otros servicios ecosistémicos, como los mercados de carbono para la exportación. Se puede fabricar una amplia gama de productos a partir de la madera, y la pulpa de madera puede servir como materia prima alternativa para los productos textiles. Además de la madera en sí misma, los bosques o las plantaciones en los que crece también pueden proporcionar productos forestales no madereros como cosméticos, biofarmacéuticos o aditivos alimentarios. Paraguay también puede ampliar su producción de bioplásticos para aprovechar un mercado global que se prevé que crezca entre un 35 % y un 45 % hasta 2027. En parte, esto se debe a que grandes compradores, como los fabricantes de automóviles, se han comprometido a adquirir bioplásticos. También existen otras oportunidades de mercado en el ecoturismo y el financiamiento del carbono, dos industrias de servicios de rápido crecimiento con potencial para contribuir a la conservación de los activos de capital natural.
