Abstract

Análisis del cumplimiento al control urbano por parte de los inspectores de policía en su etapa sancionatoria, orientado a identificar la existencia de fallas que afecten el control urbano y hasta donde estas falencias, administrativas, logísticas o normativas podrían otorgar responsabilidad al Estado por omisión. La recopilación conceptual, normativa y jurisprudencial de las infracciones urbanas permite identificar la gestión de los inspectores y la eficacia de los instrumentos para control urbano.
