LOS BENEFICIOS FISCALES EN EL IRPF. ANÁLISIS Y PROPUESTA DE REFORMA

Abstract

[ES] Nuestro Trabajo de Fin de Grado, aborda el controvertido tema de los beneficios fiscales en la normativa española del Impuesto sobre la Renta de las Personas Físicas, desde una doble perspectiva, jurídica y recaudatoria. Desde el punto de vista jurídico, analizamos las diferentes exenciones, reducciones y bonificaciones que componen los beneficios fiscales, y se hace especial mención a las reguladas por la normativa autonómica en virtud de la distribución de las competencias tributarias vigente en nuestro país. Desde la óptica recaudatoria, estudiamos el impacto de los beneficios fiscales en las cuentas públicas. Concluimos nuestro trabajo haciendo referencia a posibles líneas de reforma en esta materia.

[EN] Our Final Degree Project, addressing the controversial issue of tax benefits in Spanish legislation on Personal Income Tax, from a double perspective, legal and tax collection. From the legal point of view, analyze the different exemptions, reductions and bonuses that comprise the tax benefits, and make reference to the regulatory norms of the autonomic regulations in the distribution of tax competences in force in our country. From the perspective of collection, we study its impact on public accounts. We conclude our work by referring to possible lines of reform in this area.
