Ley de Transparencia y Buen Gobierno

Abstract

[ES] En primer lugar, cabe señalar el retraso que se ha producido en España respecto al resto de países en relación a la aprobación de una norma que regulará un aspecto tan básico para una buena ciudadanía como es la transparencia informativa por parte de las Administraciones Públicas. En segundo lugar, la legislación se ha materializado en este aspecto en un momento crítico en aspectos económicos y sociales, por lo que cabe pensar que van dirigidos a dar una mayor confianza. La ciudadanía, cada vez conoce mejor este mecanismo y se muestra más activa, exigiendo en mayor medida sus derechos. Analizando los datos ofrecidos por el Consejo de Transparencia y Buen Gobierno, parece que gran parte de las instituciones obtienen una buena evaluación, lo que parece indicar que esta ley de transparencia se cumple en buena medida, a pesar de que existen numerosas reclamaciones al consejo y éstas suelen ser admitidas.

[EN] First of all, it´s important to point the delay that has been occurred in Spain regarding to the rest of the countries, in relation to the approval of a regulation that will regulate such a basic part for a good citizenship like is the information transparency by the Public Administrations. Secondly, legislation has been materialized in this aspect at an economical and social critical moment, so it is conceivable that they are aimed at giving greater confidence. Citizens are increasingly aware of this mechanism and are more active, demanding more about their rights. Analyzing the data offered by the Transparency and Good Government Council, it seems that a large part of the institutions obtain a good evaluation, which seems to indicate that this transparency law is largely fulfilled, despite the fact that there are numerous complaints to the board and these are usually admitted.
