Abstract

[ES] En este trabajo se intentara analizar la situación presupuestaria en la que se encuentra España, a través de un análisis de su endeudamiento. Tras un breve repaso de su evolución histórica intentaremos comprender el contexto económico y político actual, y ver qué factores han sido los causantes del alto índice de endeudamiento. Analizaremos la tipología de los empréstitos públicos, en el marco de la normativa que los regula, así como la metodología empleada para el estudio de la evolución del déficit y la deuda pública en España. En definitiva, cómo España ha llegado a semejantes umbrales de endeudamiento público Para ello, partiremos del marco normativo, tanto del artículo 135 CE como de la legislación general en materia presupuestaria, así como de las sucesivas leyes de presupuestos, hasta la actualidad. En ese contexto, se realizará un análisis de los datos macroeconómicos en los que se centrará el trabajo, en concreto los gastos e ingresos del Estado, las Comunidades Autónomas, las Entidades Locales y la Seguridad Social y el déficit y la deuda pública española y por último se expondrán las conclusiones obtenidas tras la realización de dicho estudio.

[EN] This paper will try to analyze the budgetary situation in which Spain is through an analysis of their debt. After a brief review of the historical evolution we try to understand the economic and political context, and see what factors are causing the high rate of indebtedness. We analyze the type of public borrowing, within the framework of the relevant regulations, as well as the methodology used for the study of the evolution of the deficit and public debt in Spain. In short, how Spain has reached similar thresholds of public debt. To do this, we will leave the regulatory framework, both Article 135 EC and the general law on budgetary matters as well as successive budget laws, to the present. In this context, an analysis of macroeconomic data in the work, in particular the expenditure and revenue, the Autonomous Communities, Local Authorities and Social Security and the Spanish deficit and public debt are conducted and focus Finally the conclusions obtained after the completion of the study will be presented.
