Abstract

En el presente trabajo de fin de máster se analizarán en profundidad los puntos más importantes tratados en el desarrollo de la posterior unidad didáctica titulada “Los ingresos y gastos del Estado”. Para ello, se realizará una labor de investigación centrada en las diferentes vías de recaudación del Estado de los Ingresos Públicos percibidos en virtud de una relación jurídica regida por el Derecho Público. La distinción más importante a nivel jurídico de las diferentes vías de percepción de ingresos por parte del Estado radica precisamente en que los mismos se hayan regido por relaciones enmarcadas dentro del Derecho Público, o relaciones jurídicas enmarcadas dentro del Derecho Privado. Teniendo en cuenta que las relaciones enmarcadas dentro del Derecho Público, son las principales vías de recaudación, se hará una distinción atendiendo a la importancia recaudatoria a nivel cuantitativo de cada una de estas vías.

This master's thesis will analyze in depth the most important points dealt with in the development of the subsequent didactic unit entitled "State revenues and expenditures". For this purpose, a research work will be carried out focusing on the different ways in which the State collects the Public Revenues received by virtue of a legal relationship governed by Public Law. The most important distinction at the legal level of the different ways of collection of revenues by the State lies precisely in the fact that they are governed by relationships framed within Public Law, or legal relationships framed within Private Law.
