Abstract

[ES] Este trabajo fin de grado está enfocado al análisis desde una perspectiva jurídica-constitucional sobre la motivación de la intervención del gobierno de España en las finanzas públicas de la comunidad autónoma de Cataluña. Este hecho tuvo lugar después de varias actuaciones que desde el año 2006 especialmente se llevan produciendo por parte del gobierno de la Generalitat. Mi investigación la he desarrollado partiendo del artículo 2 y el 156 de la CE (o lo que es igual, el principio de unidad y el de coordinación de las Haciendas y autonomías) como epicentro del conflicto que entre Generalitat y Estado se ha creado por los deseos independentistas de los primeros y que tiene como principal efecto la intervención a las finanzas catalanas. El resto de mi trabajo se estructura siguiendo de forma cronológica las STC y normativas más relevantes que han acontecido desde 2006 hasta la aplicación del 155 CE.

[EN] This final project is focused on the analysis from a legal and constitutional perspective on the motivation of the intervention of the government of Spain in the public finances of the autonomous community of Catalonia. This fact took place after several actions, specially since 2006 it have been produced by the government of the Generalitat. I have developed my research on the basis of article 2 and 156 CE (the principle of unity and coordination of public finances) as the epicenter of the conflict between the Government and the State that was created by the independence wishes of the former and whose main effect is the intervention of Catalan finances. The rest of my work is structured following chronologically the most relevant sentences and regulations that have occurred since 2006 until the application of article 155 of the Spanish Constitution.
