An international controller

Abstract

The North Atlantic Treaty Organization will soon be celebrating its fifth birthday. In this short space of time it has become an important factor in the defense of the free world. News of the activities of the Organization is given wide publicity in the information media of the free nations and the nations behind the "iron curtain" as well. The United States Navy is familiar with the part played by the Supreme Allied Commander Atlantic, who has his headquarters in Norfolk, Virginia, and with the events of Exercise MAINBRACE and Exercise MARINER. As in all large organizations success depends to a great extent on the personnel and the way in which they accomplish their missions and tasks. Publicity does not normally extend to individuals who go quietly about the business of planning and operating the combined forces of many nations or of managing the finances of the administrative bodies and agencies. For this reason I have attempted to give some recognition to the importance of the Financial Controller to the Supreme Allied Commander Atlantic in the description of some of his duties.
