Abstract

La OMS establece la salud como un derecho. Este implica que los estados deban crear las condiciones necesarias para que todas las personas puedan vivir lo más saludablemente posible. A nivel municipal, las administraciones se encargan de coadyuvar a que sus ciudadanos gocen de este derecho. La forma como la administraciones plasman sus políticas públicas para el logro de este derecho es mediante los planes de desarrollo, los cuales se materializan por medio de los recursos destinados a su ejecución. Los planes de desarrollo establecen metas cuantificables que permiten determinar si al final del gobierno se ha logrado el objetivo plantado. Por ejemplo, el último Plan de Desarrollo del municipio de Santiago de Cali 2010-2015 CaliDa, una ciudad para todos propone una meta del 85% de afiliados a algún régimen de salud, como proporción de la población elegible a afiliar para el 2015. Al inicio de la administración Guerrero, esta proporción era del 75%.
