Abstract

A pesar de que haya indicios de que los peajes urbanos son más efectivas a la hora de reducir externalidades urbanas, las Zonas de Bajas Emisiones son más populares en Europa. Por eso este trabajo va a tratar de explicar esa mayor popularidad. Para ello se van a resumir las políticas frente al cambio climático tanto europeas como nacionales, además de analizar los resultados de algunas ciudades europeas que han implementado alguna de esas políticas. Por último, se resumirán unos modelos teóricos básicos para ver por qué las Zonas de Bajas Emisiones tienen mayor aceptación por parte de la sociedad. Tras el análisis de los puntos anterior se puede decir que esto se debe principalmente a una mayor facilidad de implementación (de las ZBE) y el creciente compromiso de la Unión Europea frente al cambio climático en este siglo

Although there is evidence that urban tolls are more effective at reducing urban externalities, low-emission zones are more popular in Europe. This paper aims to explain this greater popularity. To do so, it will summarize both European and national climate change policies, analyze the outcomes in some European cities that have implemented these measures, and finally, review basic theoretical models to understand why low-emission zones enjoy greater acceptance from society. After analyzing the previous points, it can be said that this is mainly due to the greater ease of implementation (of LEZ) and the European Union's growing commitment to combating climate change in this century
