Abstract

RESUMEN: Desde hace 3000 años, en la Antigua Grecia los impuestos se han convertido en una fuente de financiación muy importantes para todas las culturas y civilizaciones pues todas han hecho uso de ellos para disfrutar de una mejor economía y bienestar para sus ciudadanos. El presente trabajo tratará de hacer una revisión sistémica sobre el Impuesto al Patrimonio, un tema vigente y qué ha dado mucho de qué hablar durante los últimos años en nuestro país con varias supresiones y reinserciones por parte del Gobierno. Analizaremos también cómo se grava este impuesto en España y cómo afecta a los ciudadanos en función de los bienes que poseen o de la Comunidad Autónoma en la que residen, así como en el resto de países de la Unión europea. Este tributo es conocido coloquialmente como el impuesto a la riqueza y en parte es cierto ya que está destinado a los ciudadanos económicamente más pudientes, ya que para declararlo se exige tener un patrimonio de al menos 700.000€. El IP en España está regulado por cada comunidad y son ellas las que deciden si lo gravan o no, ya que tienen plenas competencias y capacidad normativa cedidas por el Gobierno Central. Intentaremos hacer un breve estudio de cómo afecta a la hora de tributar a los ciudadanos de cada CCAA y que diferencias hay entre ellas así cómo cuales han decidido eliminar el IP. También haremos un breve repaso sobre los países de la Unión Europea que tienen o han tenido algún impuesto parecido en vigor. Por último, analizaremos las ventajas y desventajas que supone mantenerlo y dar un juicio de valor basado en los artículos, noticias y documentos que hemos utilizado para realizar este trabajo, ofreciendo la posible mejor solución en cuánto a si la cantidad recaudada con el cobro de este impuesto justifica si debe seguir gravándose o si por el contrario no supone un ingreso significativo para las arcas públicas. ABSTRACT: For at least 3,000 years, in Ancient Greece, taxes have become a crucial source of financing for all cultures and civilizations, since they have all used them to provide a better economy and well-being for their citizens. This essay will try to make a systemic review of the Net Worth Tax, a current issue which has given rise to much debate in recent years in our country with several suppressions and reintegrations by the Government. We will also analyze how this tax is levied in Spain and how it affects citizens based on the assets they own or the Autonomous Community in which they reside, as well as how it works in other countries of the European Union. This tax is colloquially known as the wealth tax and in fact it is true since it is intended for the "richest" people, since to declare it you must have a patrimony of at least € 700,000. The Net Worth Tax in Spain is regulated by each Autonomous Community and it is these that decide whether to levy it or not, as they have full powers and regulatory capacity assigned by the Central Government. We will try to make a brief study of how the citizens of each Community are affected when they have to declare it and what differences there are between communities, as well as which regions have decided to eliminate the tax. We will also review the European Union countries that have or have had a similar tax into effect. Finally, we will analyze the advantages and disadvantages of maintaining it and we will give a value judgment based on the articles, news and documents that we have used to carry out this essay, offering the best possible solution: to keep it if the amount collected with the tax is justified or to suppress it if it does not suppose a significant income for the public treasury.
