RESUMEN: El impuesto sobre sucesiones y donaciones en España se encuentra en el centro de la polémica actualmente debido a una serie de factores, principalmente dos. Por un lado la gran diversidad en su modo de aplicación por las diferentes Comunidades Autónomas en España y por otro la naturaleza del impuesto en sí, que grava una serie de bienes anteriormente tenidos en cuenta por otros impuestos a lo largo de la vida del causante. Por todo ello aquí vamos a analizar este controvertido impuesto, en el contexto del sistema impositivo español, su naturaleza y sus fines. También vamos a realizar una comparación más ambiciosa, a nivel global,internacional y, a su vez, dentro del sistema europeo, comparando los países más desarrollados, con los menos, y todos ellos entre sí a su vez. Finalmente, en la última parte de este trabajo revisaremos una serie de opiniones de diversos autores acerca del problema del impuesto de sucesiones en este país y sus diversas propuestas. Terminaremos con unas conclusiones.

ABSTRACT: The tax on inheritance and donations in Spain is at the center of the controversy currently due to a number of factors, mainly two. The great diversity in its way of application by the different Autonomous Communities in Spain and, on the other hand, the nature of the tax itself, which taxes a series of goods previously taxed by other taxes throughout the life of the deceased. Therefore, here we are going to analyze this controversial tax, in the context of the Spanish tax system, its nature and its purposes. We will also make a more ambitious comparison, globally, internationally and, in turn, within the European system, comparing the most developed countries, with the least, and all of them in turn. Finally, in the last part of this work we will see a series of opinions of various authors about the problem of inheritance tax in this country and its various proposals. We will finish by some conclusions of the matter.
