Abstract

RESUMEN: Gobiernos, empresas y comunidad científica están crecientemente interesados por el paradigma de las ciudades inteligentes (smart cities, en inglés) y lo que la tecnología puede aportar en términos de perfeccionamiento de los procesos que se dan en ellas y la consecuente mejora de la calidad de vida de sus ciudadanos. Las iniciativas de ciudades inteligentes se enfrentan a varias dificultades que, por el carácter novedoso de este tema, cuentan con pocos referentes que tomar en consideración para identificar mejores prácticas. Entre los retos destacan la conveniencia de involucrar a los diferentes actores del ecosistema de la ciudad inteligente que participan de un modo u otro en la gestión urbana y la necesidad de implementar los modelos de negocio más adecuados para cada proyecto. El objetivo de esta tesis doctoral es estudiar las ciudades inteligentes desde tres perspectivas: La primera desde la aplicación de las tecnologías de la información y la comunicación (TIC) a los servicios públicos; la segunda desde el análisis de la participación ciudadana a través de herramientas digitales de innovación abierta; y la tercera considerando los modelos de negocio más comunes en proyectos reales de smart city y cómo seleccionar el más adecuado para cada ciudad en base a diferentes consideraciones. Para ello se han analizado los avances de las principales ciudades españolas, poniendo énfasis en el caso de Santander por ser un referente internacional.

ABSTRACT: Governments, businesses and the research community are increasingly interested in smart cities and in how technology can contribute to improving its citizens’ quality of life. Smart city initiatives face several difficulties which, because of its novelty, have few experiences to take account of. Among the challenges highlighted is the convenience of involving the whole smart urban ecosystem in public management and the need of implementing the most appropriate business models for each project. The aim of this doctoral thesis is to study smart cities from three perspectives: an overview of the impact of relying on information and communication technologies (ICT) to support urban public services; citizen participation through open innovation digital tools; and the most common business models in real smart city projects and how to choose the most suitable model for each city. With this goal, the progress of the main Spanish cities has been analyzed, emphasizing the case of Santander as it is an international reference.
