Las Instituciones Prestadoras de Servicios de Salud, como actores fundamentales en la comunidad, llevan a cabo actividades beneficiosas para la población, sin embargo, algunas de estas actividades generan residuos que representan un riesgo para el medio ambiente y la salud, lo que ha causado preocupación en la comunidad. Dentro de las instalaciones de las IPS, se realizan diversos procesos que generan residuos diariamente. Estos residuos, en su mayoría, son de tipo doméstico y son recolectados por el personal de servicios generales de estas instituciones. Posteriormente, se almacenan en una bodega de desechos y finalmente son recogidos por una empresa de servicios de recolección de residuos la cual cobra una tarifa por cada contenedor retirado. Por ende, esta situación representa un gasto diario; así mismo, se ha identificado que el material reciclable no está siendo tratado adecuadamente durante su transporte y entrega. Con el fin de disminuir el número de contenedores utilizados diariamente y contribuir al ahorro de las instituciones, se propone desarrollar un proyecto que implemente estrategias ambientales y modelos de responsabilidad social para el manejo beneficioso del material reciclable de estas instituciones. El presente documento ha sido elaborado cumpliendo con las disposiciones establecidas en el Decreto 2676 del 2000, el 351 del 2014 y la Resolución 1164 del 2002 que establecen el Manual de Procedimientos para la Gestión Integral de Residuos Hospitalarios. Este manual proporciona el soporte técnico necesario para estructurar y desarrollar lineamientos y obligaciones contempladas en el Decreto 2676 del 2000, derogado por el 351 del 2014.

Healthcare providers, as key actors in the community, carry out activities that are beneficial to the population. However, some of these activities generate waste that poses a risk to the environment and health, which has caused concern in the community. Within healthcare facilities, various processes generate waste on a daily basis. These wastes are mostly of domestic type and are collected by the general services staff of these institutions. Subsequently, they are stored in a waste warehouse and finally are collected by a waste collection company that charges a fee for each container removed. Therefore, this situation represents a daily expense; likewise, it has been identified that recyclable material is not being treated properly during transportation and delivery. In order to reduce the number of containers used daily and contribute to the savings of the institutions, it is proposed to develop a project that implements environmental strategies and social responsibility models for the beneficial management of recyclable material from these institutions. This document has been prepared in accordance with the provisions established in Decree 2676 of 2000, 351 of 2014, and Resolution 1164 of 2002, which establish the Manual of Procedures for the Integral Management of Hospital Waste. This manual provides the technical support necessary to structure and develop guidelines and obligations contemplated in Decree 2676 of 2000, repealed by Decree 351 of 2014.
