Reforma de la seguridad social: desembarco, conquista y retirada de un actor no reformista

Abstract

Este artículo se ocupa de la reforma de la seguridad social en el Uruguay, desde la reasunción democrática hasta el fracaso de la iniciativa plebiscitaria contra las administradoras privadas de fondos previsionales. En el marco de la evolución de las políticas sociales como generadoras de política, el análisis se centra en la coalición de veto formada por sindicatos, partidos de izquierda y, muy especialmente, el movimiento de jubilados y pensionistas. Para entender la reforma exitosa que constituyó la ley 16.713 de setiembre de 1995 se analiza la evolución del movimiento en tres etapas: una de conformación de una nueva lógica de representación sectorial, una segunda de alta eficacia y éxito político, y una tercera de declive. Tras esbozar el contexto de la problemática, el trabajo conceptualiza los intentos de reducción del Estado de Bienestar en tanto proyectos políticos y revisa algunas propuestas teóricas al respecto. Inmediatamente aborda el tema de la seguridad social en Uruguay y específicamente la periodización referida. Finalmente, marca algunas inquietudes surgidas de la investigación.
