Abstract

Este estudio describe las barreras y determinantes del acceso en relación a la demanda y a la oferta en la prestación de los servicios de salud para la población afrocolombiana del corregimiento de Quilcacé Municipio del Tambo Cauca. La población afrocolombiana presente en el Corregimiento de Quilcacé, exhibe condiciones de vida muy precarias, expresado en términos de pobreza, inequidad, debilidad de su capital humano, a pesar de que el 100% de la población esta afiliada a un régimen de salud, no es suficiente garantía para acceder a un servicio de salud con calidad. En cuanto a las barreras relacionadas con la prestación de servicios, existen dificultades relacionadas con la pobreza, la accesibilidad geográfica de los servicios y con elementos organizativos como los trámites administrativos, el tiempo de espera y la mala calidad del servicio. Llama la atención que la barrera geográfica y la calidad surjan como causa del no uso de servicios entre los asegurados. La ausencia de un buen estado de salud inhabilita a los individuos y las familias para lograr el desarrollo personal y la seguridad económica en el futuro. Como ocurre con el bienestar económico de cada familia, la buena salud de la población es un factor esencial para la reducción de la pobreza, y el desarrollo económico de un país a largo plazo.

This study describes the barriers and determinants of access in relation to demand and supply in the provision of health services for the Afro Quilcace Corregimiento Tambo Municipality of Cauca. This Afro-Colombians in the township of Quilcace, exhibits very poor living conditions, expressed in terms of poverty, inequality, weak human capital, although 100% of the population is enrolled in a health regimen, no sufficient collateral to access a health service quality. In terms of barriers related to service delivery, there are difficulties associated with poverty, geographic accessibility of services and organizational elements such as administrative procedures, waiting times and poor service quality. It is noteworthy that the geographical barrier and quality do not arise as a result of use of services among the insured. The absence of a healthy disabled individuals and families to achieve personal and economic security in the future. As with the economic welfare of each family, good health of the population is essential for poverty reduction and economic development in a country long term.
