Modelos de financiamiento sostenible del sistema de salud colombiano: innovación normativa en gestión de alto costo.

Abstract

El sistema de salud colombiano enfrenta crecientes desafíos de sostenibilidad financiera debido al alto costo de la atención de enfermedades crónicas y complejas. Este estudio propone modelos de financiamiento sostenible, integrando innovaciones normativas y experiencias internacionales, para mejorar la equidad y la eficiencia en la gestión de enfermedades de alto costo, fundamentándose en teorías de economía de la salud y análisis comparativo de políticas públicas (Lagos et al., 2018; Ortiz & Rojas, 2019). A través de un enfoque mixto, que combina revisión documental, análisis económico y estudio de casos internacionales, se identifican mecanismos viables para redistribuir el riesgo financiero, fortalecer la regulación estatal y promover esquemas de pago por desempeño. Esta propuesta no solo aporta soluciones concretas al contexto colombiano, sino que también ofrece herramientas analíticas transferibles a otros sistemas de salud en Latinoamérica, marcando una hoja de ruta hacia una mayor sostenibilidad, transparencia y justicia distributiva en la atención de patologías de alto impacto.

The Colombian healthcare system faces growing financial sustainability challenges due to the high cost of care for chronic and complex diseases. This study proposes sustainable financing models, integrating regulatory innovations and international experiences, to improve equity and efficiency in the management of high-cost diseases. It is based on health economics theories and comparative public policy analysis (Lagos et al., 2018; Ortiz & Rojas, 2019). Through a mixed approach, combining a documentary review, economic analysis, and international case studies, viable mechanisms are identified to redistribute financial risk, strengthen state regulation, and promote pay-for-performance schemes. This proposal not only provides concrete solutions for the Colombian context but also offers analytical tools transferable to other healthcare systems in Latin America, paving the way for greater sustainability, transparency, and distributive justice in the care of high-impact diseases.
