Abstract

Este proyecto de grado enfocado a trabajo dirigido interviene el proceso de evaluación de Licencias Ambientales de la entidad Autoridad Nacional de Licencias, cuya misión es contribuir al desarrollo sostenible del país, realizando la evaluación y el seguimiento de las licencias, permisos y trámites ambientales. Actualmente, la ANLA carece de un sistema de información para gestionar, controlar y capturar datos en la evaluación de licencias ambientales, es por ello por lo que se hace necesario realizar el análisis de requerimientos funcionales y no funcionales para el diseño e implementación de un sistema de información que atienda las necesidades de la ANLA. En tal sentido, se elaboró el diagrama de flujo del proceso que evidenciará su gestión completa y así enfocar el análisis de requerimientos funcionales por medio de historias de usuario. Asimismo, se propusieron requerimientos no funcionales que se acoplaran a los lineamientos tecnológicos de la entidad aplicando mejores prácticas para transformación digital. Finalmente, se apoyó en la elaboración de la arquitectura de referencia para aplicar los requerimientos identificados. Como resultado se proporciona a la Autoridad Nacional de Licencias Ambientales, la documentación técnica y de negocio necesaria para implementar el sistema de información de evaluación de licencias ambientales, que será la puerta de entrada del macroproyecto estratégico y tecnológico de la entidad denominado SILA II, que pretende implementar la herramienta basada en procesos BPMS - Business Process Management Suite (o System).

This degree project focused on directed work intervenes in the process of evaluation of Environmental Licenses of the National Licensing Authority, whose mission is to contribute to the sustainable development of the country, performing the evaluation and monitoring of licenses, permits and environmental procedures. Currently, ANLA lacks an information system to manage, control and capture data in the evaluation of environmental licenses, that is why the analysis of functional and non-functional requirements for the design and implementation of an information system that meets the needs of ANLA is performed. In this sense, the process flow diagram was elaborated to show its complete management and thus focus the analysis of functional requirements by means of user stories. Likewise, non-functional requirements were proposed to be coupled to the technological guidelines of the entity applying best practices for digital transformation. Finally, support was provided in the development of the reference architecture to apply the identified requirements. As a result, the National Environmental Licensing Authority is provided with the technical and business documentation necessary to implement the environmental licensing evaluation information system, which will be the gateway to the entity's strategic and technological macro-project called SILA II, which aims to implement the process-based tool BPMS - Business Process Management Suite (or System).
