Abstract

El sector de la ayuda al desarrollo durante muchos años ha pretendido alcanzar objetivos de trasformación de la sociedad, buscando apoyar a comunidades en condiciones de dificultad, o mejorando las condiciones medioambientales en países en vía de desarrollo, entre otras acciones. En este sector, el medio más usado para realizar la trasferencia de los recursos que apoyan dichos objetivos, desde países con alto nivel de desarrollo a países en vía de desarrollo, es el proyecto. Sin embargo, la eficacia de los procesos de intervención y gestión de los proyectos de la ayuda internacional ha sido cuestionada frecuentemente, debido a que no consiguen alcanzar satisfactoriamente la totalidad los objetivos propuestos.

The development aid sector for many years has sought to achieve objectives of transforming society, seeking to support communities in difficult conditions, or improving environmental conditions in developing countries, among other actions. In this sector, the most used means to carry out the transfer of resources that support these objectives, from countries with a high level of development to developing countries, is the project. However, the effectiveness of the intervention and management processes of international aid projects has been frequently questioned, due to the fact that they do not manage to satisfactorily achieve all the proposed objectives.
