Abstract

Denne masteroppgaven kartlegger rådende diskurser i debatten omkring krisepakken til oljenæringen som ble vedtatt av et bredt forlik i Stortinget, våren 2020. Oppgaven undersøker handlingsrommet for grønn omstilling i møte med koronakrisen og oljeprisfallet, og hvorvidt diskurser kan ha begrenset eller muliggjort visse handlingsvalg. Gjennom Norman Faircloughs rammeverk for kritisk diskursanalyse, er analysens formål å avdekke meningsdannelse og meningsbrytning i debatten om krisepakken, slik den foregikk på Stortinget og i mediene. Oppgaven identifiserer to motstridende diskurser, den hegemoniske diskursen om å bygge landet, og mot-diskursen om økonomisk klimarisiko. Den hegemoniske bygg landet-diskursen dominerer ordskiftet og muliggjør en videreføring av etablert politisk praksis, sentrert omkring forutsigbarhet for oljenæringen og rettferdighet overfor oljearbeiderne, alt for fellesskapets og klimaets beste. Den politiske praksisen bekrefter diskursen og virker tilbake på meningsdannelsen. Oppgaven viser hvordan dominerende virkelighetsoppfatninger bidrar til å forklare petroleumsnæringens plass i det norske samfunnet. Diskursanalysen belyser hvordan denne næringens fortsatte fortrinn er rettferdiggjort og konstituert gjennom språket. Oljen lever i sameksistens med ambisiøse klimamål og grønn omstilling, men trumfer disse i en situasjon der umiddelbar redning av arbeidsplasser og økonomi settes opp mot langsiktig risiko for klimaet og samfunnet. En vesentlig forklaring ligger i bygg landet-diskursens hevd over samfunnsbygging og velferd. Dette hegemoniet skygger samtidig for muligheten i – og nødvendigheten av – en reell grønn omstilling som både kan sikre Norges klimaansvar og velferd bortenfor oljealderen.
