Abstract

Sudan er i dag en av et av de største mottakerland av norsk bistand. Norge har gått fra å være en ubetydelig aktør med marginale interesser i Sudan til i dag å ha et betydelig nettverk av kontakter i landet. I 2005 var Norge ett av landene som bidro til fredsavtalen mellom Nord- og Sør-Sudan etter den andre borgerkrigsperioden fra 1983 til 2004. Flere norske ikke-statlige hjelpeorganisasjoner er i dag etablert i Sudan med omfattende prosjekter som mottar støtte fra Direktoratet for utviklingssamarbeid (NORAD). Masteroppgaven tar for seg bakgrunnen for Norges engasjement i Sudan. Engasjementet kan spores tilbake til sensommeren 1970, da et reportasjeteam fra NRK besøkte det borgerkrigsherjede landet. Teamet var de første journalistene til å besøke både styresmaktene i Khartoum og områdene kontrollert av geriljaen i Sør-Sudan. I Norge vekket reportasjene et sterkt engasjement for Sør-Sudan fra mange hold. Norske myndigheter måtte sette seg inn i en konflikt og skaffe informasjon om et land de hadde liten oversikt over. Oppgaven tar for seg hvorfor norske øyne ble rettet mot Sudan i 1970-72. Hva preget de norske holdningene til konflikten? Hvorfor oppstod et norsk engasjement i Sudan?
